I briefly tested this workflow whe 9.3 was released, and it seems to work. You may still want to go to a captioning service if you don't have time to transcribe and go over the closed captions guidelines. If you do decide to do it yourself, it isn't difficult, but it takes a bit of time. If you get deeper into it and want to spend some money on Captioning software, there are a couple out there that are good. Telestream make MacCaption and Caption Maker and I recently came across another one from another company that seemed good, but for the life of me I can't remember the name of the company or software right now. The Telestream products have a feature called Auto Time Stamp, that will analyze a text transcript and automatically time stamp the lines to the corresponding audio in the video guide that you use. This can save a whole pile of time if it works, but it doesn't always work, particularly if the speaker in your video has an accent. I have no recommendations for a company, as we do our own captioning.

Edius can work with broadcast closed captioning being imported, it just can't create them.
You will need .mcc or .scc NTSC frame rate matched files and Edius Work Group to do broadcast closed captioning. At this point, it is not easy. CC.mp4 Subtitling burn in, yep, easy.

It is a potential workflow to do it yourself, but I will agree, it is not a really simple one.
