there can be several causes:
1. you shot progressive at low frame rate (not suitable for panning)
2. your project settings frame rate and/or field order do not match clip frame rate and/or field order

As Anton alluded to, if the cause is from a low framerate progressive video, there is no fix, but if it is from the project settings not matching the video, matching them should fix the problem.

set frame rate of camera to 50p or 50i and you get smooth pans

what is the camera set to now?

Maybe camera has been left with 'auto focus' & 'anti shake' set to On?

Camera set to 50i, i need somthing like when we do panning from left to right or right to left just about 2-3 seconds to record another object, how to make people does not know panning when we switch from an object to another object with not press stop button on camera

For example: record MC in reception and then panning to guests, then see the video stutter about 2-3 seconds

the video won't stutter if your project setting is 25fps with top field first (50i)

also, you don't want to judge the video by looking at the EDIUS preview

look at the video on a TV connected to your Matrox output card
