Everything is fine! I updated VisTitle to a digital license.
But when I removed the old version and put new ... all my saved presets in program are gone(. Where they were stored previously?

If you are storing layouts within the Visttile program these are removed when you uninstall Vistitle. Since you upgraded to 2.8 digital, you had to uninstall the previous version to move to 2.8.

Before every upgrade, I save the whole Syslib to keep Images, Presets, ...
C:\ProgramData\Vexel\VisTitle\Library\Syslib

You forgot to describe a very important point). After uninstalling old version and installing the new - is NOT ENOUGH to just copy the folder "vexel" on top of old. In the program in the "Layot" window press "+" as many times as you have created folders earlier. And only then you will see your presets).
Thank you for the hints! Folder "vexel" of course, I have kept. But the problem was that presets do not appear in the program after simple folder copy.
