any exporter that has an Mpeg option has segment encode

GF
Infinity Mpeg
K2 Mpeg2 GXF
Mpeg ES and PS
MXF Mpeg2 MXF
XDCAM all flavours

Note that segment encode only kicks in if the project setting matches the clip and the clip matches the exporter

so if project is 1920x1080 50i and clip on timeline is XDCAM HD 4:2:2 50i and you export to XDCAM HD 4:2:2 with segment encode enabled, it will be a very fast export, providing no filters are applied and no opacity changes are made like fade in/out etc

It's also SMART with the Avid codecs.

If you don't know the difference between Azimuth and Asimov, then either your tapes sound bad and your Robot is very dangerous. Kill all humans...... Or your tape deck won't harm a human, and your Robot's tracking and stereo imagining is spot on.

Is your Robot three laws safe?

Did someone mention MOV :)

Yes, you're correct. But I would always use the Avid exporter, especially if working within an Avid workflow, for a whole bunch of reasons.

It has been this way for a long time and has been mentioned before. I personally agree that it's a great function for many reasons, as you've said, the lack of transcoding and re-encoding is a huge plus point especially when cutting and sharing projects. It may simply be that GV do not see it as a big deal. Or they may see it as just an everyday function of Edius as the whole SMART rendering in Edius is an extension of that ability from the HQ codec, which has been around for a very long time.
