Try running the following in a Command Prompt window - that should point you to the location of your user profile folder.
Code:
echo %userprofile%
In Windows 2000/XP, it'd normally resolve to C:\Documents and Settings\username
Unless of course you've told Windows to relocate it which is unusual.

C:\ProgramData\GrassValley\ProCoder3\UserPresets

View hidden folders to see the program data folder.

Well I got the presets working but Encore 4 still wants to transcode it. Thanks for trying. one more question with your presets is it supposed to make a .mpg file?

CS4 is obviously a little different, I wish i could try it out.

No, supposed to make .m2v elementary streams, sometimes you can change extensions and different programs will work better though.
