Default clip speed in time effect can't be set to values > 100%

This seems to be a general issue:
Changing clip speed time effect > 100% is impossible!
This was possible in version 8 and helped me to speed-up audio 24 -> 25fps (needs 104.1666 %).
Btw. a preset list would be nice for proper frame rate based speed determination/calculation).

I tested setting a clip to 104.17 and it worked

Maybe this is an issue specific to german language version?

Renaming 'locale'-folder to switch to english language does not help.
Maybe it depends on what OS language EDIUS is hosted?

Normally it's possible to increase or decrease the value by arrow buttons on keyboard or mouse wheel. Decreasing < 100 % works fine, but values are locked here at 100 %! When trying to type in '104,1666%' the field switches to 100 % immediately when the third digit is typed in. Also a new value for duration snaps back to 100 %.

Curiously the value of the duration does not change when modifying percentage < 100 %!
This was the usual behavior in version 8 and all other versions before.
