Default WMV 23.98 encoding messes up the timecode

I'm trying to set up a watch folder with WMV (Windows Media 9 codec) as the target, but however I twist and turn the settings, the timecode always gets messed up when it's imported in Swift. Anyone got any idea what might be causing the problem?
