Default Isolation Circle over image

Again thanks to all for making my transition to Edius very interesting , as I said before I'll be asking quite a lot of questions . . . .
I have learnt how to reduce the opacity of the background / foreground and then isolate the player but here are two more related questions.

(a) I've got a sports team photo and I want this time not to reduce the opacity of the clips , but to isolate one of the players by putting A CIRCLE over the face of the player , how is this done?

Second question . . . my laptop had "crashed " on me : )

(b) if it's a moving image ( with isolation circle etc , ) then how would you "follow" ( track )the image .

add keyframes at start of move and then keep adding keyframes as you move the playhead along
