I set mine up using the same NTSC settings mentioned earlier and still had no issues

Is this selected?
[Combine Filter Layers and Track Layers (for effect settings)]
Thanks to all!
That setting solved the problem. It now works
Funny that Corner Pinning in Boris Red did not need that setting!

If it works on the timeline and not in the palette when it is open that is usually a settings issue.
Imho the default should be "on" as this is something that gets a lot of users.
We had a couple of EDIUS reviewers write stuff with that setting off.
As you can imagine that was not so good.
I will try to remind our Product Manager again if we can have that "on" as default. Not promising anything....:)

the strange thing is that the Image Mapper works fine here even with that setting off, but I do have it on always, but for testing this issue I turned it off and it still worked, however I am using a later version

It could be that the third-party did some work to not listen to that setting as "off' does not make a lot of sense when working with effects on video.

AMEN! Also, the description in the manual is not totally clear (to me at least). It speaks to effects applied to the lower track, not on the higher track. Its almost as if the check is really just a parameter that is passed by the API.

Great! Glad to hear it turned out to just be a settings issue. Better check that myself now. ;)
