Default AVI to Mpeg2 (M2v)

I thought I would try converting my DV-AVI files with the mpeg2 option to try the files in an authoring program.

Compared to coverting the avi to a vob file, the video looks lower in quality,and frame rate is nowhere as smooth looking, no matter how high I put the bitrate.
I thought the quality would turn out exactly the same as the VOB option.

Am I missing something here or is this just how it is?
Any advice would be appreciated,thanks.

Agreed. Is the output set for Mastering Quality and an identical bitrate?

I think the problem was actually with the authoring software.
When I put the mpeg elementary (M2v) files through authoring I discovered it was re-encoding them again.
I Changed the setting to program stream (M2p) and it comes out looking great without the re-encoding!
No ac3 audio with this option though but excellent quality.
