Default Can no longer drag "Dissolve" down to timeline

Although I can create a dissolve manually, I can no longer drag a dissolve down onto the track from "Effect/Transitions/2D/Dissolve". And the icon/button for "Set Default Transition(control P)" is gray. I used to be able to do this! Is it me, or should I have not updated to this version recently.
Ver 8.53.2808 on Windows machine.

The update would not affect this. Make sure the clips are trimmed.

Make sure at least one of the clips is selected or that the track itself is selected in the track header.
