That's because Procoder has no idea how many passes QuickTime will make, so it seems to use a worst-case scenario. In practice I've never seen QuickTime make more than seven passes.

Everyone assumes that multipass is always two passes, but that is based on most people's experiences with consumer encoding products. The six-figure encoders used by Hollywood studios to produce DVDs often make twenty passes to try to squeeze every little bit of quality out of the available bandwidth.
