Default Top Field, Bottom Field Problem

Happy weekend everyone.
As Anton suggested in one of his knowledgeable posts, the best way to convert an HD timeline to SD DVD, is to import the outputted timeline HD avi file into VirtualDub and make the "resize" change. Works great. Except when I import it back into an SD 3x4 timeline to make the SD DVD, the only way the 720x480 SD Project setting works (seems to be unchangeable) is "Bottom Field" first. Then when exporting directly from timeline to DVD, there is a terrible, horrible inverse field smear on any horizontal panning. Same file imported into an HD (16x9 "Top Field First") timeline, the file plays like a champ. But transfering from that HD timeline down to DVD directly sucks much worse than the SD timeline (pix quality - not talkling about the inverse field problem).

Any suggestions would be more than gratefully acknowledged - for it's a 90 minute travelogue and needs all the quality possible for non-BluRay equipped folks.
