Always get all of the motherboard drivers, Windows updates, and any other system critical information installed prior to installing any programs.
If you haven't done this, your best course of action is to start from scratch again.

Sometimes, even doing the update process some features will not be added.
Try to get all of the updates installed before moving on.
You may have to turn on the .NET framework 3.5 feature in Programs and Features before it will download.

If you don't want to start from scratch you can try this:
Go to Control Panel>All Control Panel items>Programs and Features>Turn Windows features on or off> and then select the .NET Framework 3.5 tickbox.
If there is a .NET Framework 4.8 Advanced Services tickbox, select it as well.
Click OK.

You can try Windows Update again or download each package separately from Microsoft.

If you indeed have not updated Windows, you will still need to do this.
Also, if you are not loading Windows 10 1903, you probably should start from scratch.
Personally, I would start from scratch anyway. At least then you will be starting from a clean slate.
