You could use our ProCoder software to convert between PAL and NTSC, but this is for file-based sources only--it will not accept a stream of any kind for conversion, and does not work in conjunction with any hardware.

Though Grass Valley has an extensive modular and transmitter product line, I seriously doubt it would be affordable for the average consumer as those products are intended for high-end broadcast. You may want to check out and look through their "products" links and see what you get.
