I'm editing a wedding, my first one for many years.

I have about 50 photos that I want to edit to couple of sound tracks. Rather than have them appear full screen it would be better and a nice touch to have each one sit within a photo frame with a blurred background around all 4 sides.

A friend of mine has Premier and he showed me a sample of what he does and it looks great.

Is there a plugin for Edius that does this?

I use Proshow Producer. It is designed to do exactly what you are wanting.
The new version is called Photopia Creator. There is a 21 day trial that you can download here: https://photopia.nl/free-trial/
Make sure to choose Photopia Creator and not Director.
The program is a time saver. You could probably do the same moves and transitions in an NLE or even in AE.
You would still be working on the layouts by the time I could have a finished UHD product ready to deliver.

Here is a link to the tutorials: https://photopia.nl/tutorials-photopia-creator/

Photopia is a subcription service. It's $100 a year. If you are doing this type of work regularly it would be well worth the investment.
