I know this is strange but I tried and it worked for NTSC. render out of TMPGEnc7 to double frame rate ie 50P. This does work correctly. The put in 25P EDIUS project and export as 25P. This process worked when I tried for NTSC. I only have 8bit but I do not think this should be different for 10bit ? It works fine for h264 High10. Would that work for you.

not really because I need to export at highest quality, then load the exported clip into a 24p timeline and change the clips frame rate to 24

then export to Prores HQ and load the file into DCP-o-matic to make the cinema package

mostly I shoot concerts at 25p when cinema screening is required, then it is a simple process

but when customers order 100s DVD, I have to shoot 50i for the sake of the DVD quality

You could use the Cineform codec that I have confirmed works correctly. There are some that view this to be a better codec than HQX. It is 4:2:2 10bit and for me deinterlaced a 59.94i file correctly identified by Mediainfo and all my NLE as progressive 29.97P. EDIUS X will also read this fine too. At least on my 3 min sample I did.

Log in with your account on the TMPGenc site. Download the latest version and install. It will overwrite the old version.

Their trial version downloads are the full version. If you already have the same major version installed, it will do an upgrade of your existing installation. So you don’t even need to log in with your account to update to the latest version.
