Software to remove film dirt?

I have an old 16mm film that has been telecined to video.

It has lots of dirt and scratches visable. Years ago I had some software called Commotion Pro that could remove this sort of dirt and sparkle. I don't think it will work in Windows 7.

Apart from AE, does anyone know of modern software that can do ths restoration at reasonable cost?

I specialize in telecine capture, as well. I'd also be interested if anyone has information on this topic.

Here is an old link I had form Moscow state Univeristy.

They had some filters for virtual dub.

Looks the sort of thing I am looking for Steve, but I couldn't see any download for that filter.

There was a list "for companies" that mentioned it......have I missed the correct link?

Unfortunately the public list does not contain that restoration filter.

NeatVideo Might be worth a try.

Film scanners often some with a dirt and scrated removal filter, but that may get back to using AE or similar.

There is an interesting restoration filter set for AVISynth.
A related discussion thread can be found in the Doom9 Forum area.
I've used it a while ago with great results.
It needs a bit fine tuning inside of the script.

I have tried the demo version of Neat Video, but it doesn't really do what is needed. It is not just film grain, but intermittent scratches and dirt particles that needs to be removed.

Related, but not on point; a wet transfer removes a lot of problems with individual film frames, but is usually horribly expensive.
