      NeatVideo for video noise.

Usually Audition for sound work (v1.5, from before Adobe messed it up, wish I could find a v3.0 at a reasonable price).

Adobe appear to be giving away audition 3 as 'end-of-life'.
I think you need to have an adobe registration and log in, and have bought a previous version, though it's not clear. (I had CS4 which disappeared when a computer died, and the local network admins won't let me have it back. Will try audition 3 and see if it works.)

Home: Canon HV20 and Panasonic GH1 (hacked); Neo 3.01 on HP elitebook 8440p i7 and Neo 1 on homemade dualcore desktop.

          Audio or video noise?

You can reduce some types of video noise with Edius using the Median filter.

Audio wise the Parametric Equalizer can do amazing things if you know how to use it. I've used it successfully for all kinds of noise removal. It won't remove a click or a pop but constant noise can be cleaned up nicely with it.
