This totally depends on your needs. Anton's suggestions is a good one but not much use if you don't do much keying.

For pure effects mine would be Sapphire or Looks 2 but neither fit into a tight budget.

What do you want, filters and transitions or other types of effects? If you do key, Robuskey is a must. I can't state that enough.
If you have Edius 6 you can download 3 plugins for free. Vitascene, New Blue Effects, and Mercali. These should hold you over until you decide what other effects you need. You can also go to http://www.edius.jp/download/effect01.html and download all of these filters that can be imported into Edius very easily. If you use Titlemotion Pro, there are a few downloads for that as well.

I would upgrade Vitascene from V1 (included with Edius) to V2 for just $79...that's what I call a deal compared to the $499 MSRP:
