Video output size small

For some reason my SD videos are only taking up about half of the screen in the recorder window and also after I burn a test DVD. I have to use the layout tool to upsize to fit the whole monitor or TV window. That can't be right. I'm pretty sure my preset settings are right (NTSC 720 x 480). Even so it doesn't look like there are too many options for SD.
I'm using Edius Broadcast.

go to the layout tool choose original size from the preset options and press save as default...
