Can't fine the "layout" tool.

I noticed a few posts on the layout tool, right clicking on a still in the bin or timeline shows no such option, tried many times, with frame grabs, jpegs etc...using 4.5c....any ideas. Gary

Select a clip (or Sequence) and press F7.
(not the most obvious feature)
