When you're ready to export, go to "Advanced Output Settings" right before you click on "Convert" and check the box that says "Use Closed GOP" which is in the middle of the config window then click on CLOSE and click on convert. You should have no problems with setting chapter points from now on. Use this setting. You need to re-render your whole file, though.
By the way, which version of Edius are you running? The latest is 4.24.
I'm using Edius 4.13. I believe my settings were right. I have been burning a lot of DVDs and only encountered problems when going over 20 chapter stops. And apparently there is a limit on the number of chapter stops.

I use Encore2 and I've had DVD's that have had over 40 chapter points that spanned over a 2 hour program. I use Elementary streams (.m2v and .wav) encoded out of ProCoder 2...I've been using Closed GOP for years and have had zero problems.
I recommend that you try ClosedGOP for this current project to see if it fixes your problem, and if it does, you can continue using it for your upcoming projects.
