Dragging? From Bin to Title Track?

I have 2 Projects.
If I open one project, I can drag from the Bin to any track in a timeline sequence.

But in another project it will only let me drag from the Bin the 1st VA track in a timeline sequence. I tried creating blank sequences to see, but it appears to be a project wide setting where-by I cannot drag in this particular project from the Bin to any other track in the sequence other than the 1st VA track.

What setting in the program or project makes this so. I need to be able to drag from the timeline to any track in the timeline sequence.

Go to the left of the timeline and one one of the tracks find the little a or v, rt clk and select, "clear all tracks" and you should be fine. It sounds like you have things mapped to go to certain tracks.
