Changing Project Settings

I have footage filmed in 4k resolution. Client only wanted HD delivery so I edited in a HD project.

Can I now change the project settings to 4k and export the video in 4k without any loss of quality or would it best to start over with a 4k project from the start?

you can switch to 4k and export and it will be perfect, no need to start again

however, if you used any quicktitler titles, check and resize and re-position them once you switched from HD to UHD

no such issue when using Vistitle

If I'm using UHD files I always start a 3840x2160 project with Lanczos 3 Hi Quality settings.
Then I change to HD for down conversion export.
After that I return to 3840x2160.
