That's not an Edius filter, that is a Procoder filter. You can add it to either the source or target by clicking on the Advanced button, and then going to the Video tab.
You need to install Procoder 2 or later, then you can use Print To File (F11), select Procoder as the exporter, and when the Procoder dialog appears, select the target of your choice, click on Advanced, then Video, and add the filter you need.
exactly what thoff said... the weird thing is my friends didn't work..don't know why ;) so he has to export it to canopus hq..then open procoder 3 to convert.
but i do installed it after i installed edius 4.51 n walah!..i have it inside my edius exporter... goodluck ;) glad 2 hear from edius users from indo.
