    Why is the Transform effect not active when it is placed over the Layouter tool whether it is selected or not.
    For example if I apply stretch x=133% y=133%, this effect only applies when Transform is placed below the Layouter tool.

          At the moment I have this stretching problem on JPEG or RAW images in 4/3 format if I want to transform them into 16/9 by applying 133% in x and y
          If I apply the Transform effect on an H264 UHD clip there is no difference between applying it before or after the layouter.

            The easiest way to solve your problem with Layouter and Transform is as follows:
            1) Transform under the Layouter.
            2) In Layouter, scale/place the image accordingly.
            Then you will have a 1920x1080 image to further work with.

              Attached is a photo in 4/3 format.
              I use the effect to transform it to 16/9 format.
              This effect does not work if the transform effect is placed above the layouter.
              I have the same problem with a clip which you can find the information of media-info.
              When I look in detail only the y-axis is stretched. The x-axis does not take into account the value of the stretch.
              With FHD or UHD videos the transform effect works well whether it is placed above or below the layouter.
              Why doesn't this transform effect work uniformly whatever the video format ?
