Currently, no, the entire clip (no matter how much of the clip is used) will be downloaded.

Clips that are not used at all, should not need to be downloaded, however.

I tried batch to hi-res of one bin(1min footage). Used in timeline 10s only. I need batch that bin all to hi-res. Can I batch 10s of the timeline used only, it like a Avid newscutter XP.

If EDIUS doesn't have the hi-res version of a clip used in the export area of the timeline, it will prompt you whether to download the hi-res clip.

It shouldn't need to download all the clips in the Bin unless all the clips are used?

When I batch the proxy to hi-res clip, can i batch import using area to hi-res only?
Now edius need full batch to hi-res of the bin before export to file.
