What does "Video Channel" Button do?

In the track panel, what does the Video Channel button (the little "V")do?

Try this.
Activate the V button on Va track 2
Now try to drag a clip from the bin to VA 1

All will be clear then. :)

If the little V is selected then all video that is dragged to the timline will be forced to that track no matter where you try to put it. :)

odd...my system doesn't work like that. I can drop the video stream any track I want, whether the little v is selected or not. The only diff I see is that the audio track gets dropped if the v is on.

Check in the settings/timeline settings

Look for a option called add clip to mapped track and see if it is unchecked.
