I don't think that it is very easy to comment on what might be right. Unless somebody has purchased a large number of Blu-ray players (because they are filthy rich) then how can anyone really know?
I think it is a good idea to use the same principles as with DVD and go 15% below the maximum data rate. Now BD has a maximum of 40Mb/s so how about 34Mb/s as a maximum for the video?

I have seen 30000 mentioned as a peak but realistically will all players handle this size stream? I don't want to encode that high but was planning some rates near what you targeted with your VBR settings. Will these setting be pretty "solid" on BluRay players as they exist today?
I remember playback issues with DVD a few years back. Some people said to keep your total data stream under 8000 so I started encoding at about 7200 and get lots of playback problems. I have dropped to about 6200 with AC3 audio and almost never have a problem. Even though BluRay will handle 30000 according to specs what is the peak we should use that will assure good playback (well as good as we can get with BluRay currently :-) )
Since you have done a number of them you may know more about it.

Also, on the roxio forum the settings for PC2 as well as PCE state to check the box that states "Use strict GOP bitrate control". That works for me but the only program that I have used is DVDit Pro HD - don't have PProCS3.

All I can say is that Encore runs circles around DVDITPROHD. I am going to be doing a new rebuild here shortly, DVDITPROHD will not be one of the programs to be loaded. It served it's purpose. Nothing more, nothing less.
I look at DVDITPROHD as a very confusing and troubled entry level program.
By the way, just to let you guys know, those settings you are giving links to were furnished by Mark about 1 1/2 years ago and that is my site from which you are downloading.

Those that you mention as needing to be checked were all checked by default in the presets anyway, both the ones i posted and the ones installed with the update under Application specific- except Strict GOP control was never checked.
Don't think i can give you answers as to which are absolutely neccesary, once it worked it was in stone but certain checkboxes may not necessarily need to be as i found with the default ProCoder Express experiment.
