Edius 9 quicksync very slow

Hi all. I am new to the forum. I just bought Edius 9.31, and my quicksync function is working very slowly. The V marking box is there and ON, but the exporting speed is 1.3 RT for 1080*1920 25 FPS clip.
I use windows7, and I updated the Intel HD Graphics to the 9.17.10.4229 version of the driver.

Please help.
