Set date and time as your timecode and select source for output. (user settings->Preview -> on screen display)
In the exporter select display timecode.

Quicktitler if you are talking about a static date and time as part of the program title.

If you want the date/timecode metadata in the, turn on the appropriate options for the timecode display and burn.
