Ok, so how do you centre a 'regioned' area?

Basically I have a badly framed shot, so I can letterbox it so it look fine, but how do I centre that footage in the frame. i know in Premiere you can easily shift the frame around and resize, is it so simple in Edius?

I do this with the layout tool and I made my Enter key the shortcut, because I use it often

or right click clip, layout
