DVD format

All other things being equal what will provide better quality? HDV project capture edited in HD then change to SD output to DVD DL or output HD but lower bitrate to fit DVD DL? Assuming it's even possible and deck would play either. Basically which would look better higher bitrate SD or lower bitrate HD?

Of course it depends on how high the high bitrate is and how low the low bitrate is, but in general the HD should look better.
