Edius pro 3

If I record video footage on a PAL camcorder, can I download it onto edius Pro 3 as NTSC ?Will edius convert it from PAL to NTSC or visa verse record NTSC on camcorder and download it as PAL

Yes, Edius will convert your PAL footage to NTSC on the fly. Just make an NTSC project, then import your PAL footage as usual.
