Before sending it in, it is best to post it on the forum first to see if anyone else can reproduce your issue.
This way we can avoid system specific issues that no else can see and also avoid "beginners'' not know how or RTM issues.
Usually when the bug is on the forum it will be picked up by us.:)
OK, here is a (annoying) bug:
1) Drag a clip into the TL and drag the Primary Color Correction (P-CC) effect to that clip
2) Open the effect in the information palette
3) Open the Vectorscope/Waveform-Window
4) Click on a value in the P-CC effect ====> the Vectorscope/Waveform-Window disappears (it is hidden by the other windows)
5) Click on the REC window ====> The Vectorscope/Waveform-Window appears again and remains visible.
Here is a workaround:
1) Drag a clip into the TL and drag the Primary Color Correction effect to that clip
2) Open the effect in the information palette
3) Open the Vectorscope/Waveform-Window 4) Click on the REC window !!!
5) Click on a value in the P-CC effect and continue to work

The Vectorscope/Waveform-Window should get the status "Always stay in the foreground".
I usually use my Vectorscope on the second monitor. I tried it on my main monitor, and it stayed in position.
Scaling could be an issue. I'm running at 2560x1600 at 100% scaling.
In a separate test, I did it exactly as your steps, with no difference in the outcome. PCC and Vectorscope.mp4

Did you watch the video? The recording was on a single 2560x1600 30" monitor using Edius 8.3 on Windows 10.

I watched now your video again. My impression is that
- you drag the Scope onto the Screen and then
- you move it a little bit and then
- you click outside the Scope so the Scope loses the activ state (small blue edge).
If my above impression is true then it conforms with my observation:
As long as the Scope is active (small blue edge) and you click in the P-CC then the scope "disappears".

I'm not saying it doesn't happen. I have certain panels that get hidden, but this is not one of them. The PCC will hide behind the timeline panel on occasion.
If it is an issue for you and you have a second monitor, place it there and there won't be an issue.

1) This never happens on my system; interesting.

3) Had a look at your video: This was the behavior I would like to see on my system. I have no idea why it works on your system and not on my system.
4) My system: Intel i7-2600k, 16GB RAM, WIN-7/64 Home premium, Edius 8.31WG; tested with a FHD 1920x1080 50p Project.
Seems as if some "Systemdifferences" are the reason for my problem.
