Resampling method question

The general question: when up/down scaling, AND CHANGING FORMAT, the different resampling methods should be chosen based on source footage or the export format? For example "Lanczos 2 (Best for interlaced picture)" or "Lanczos 3 Sharper (Best for progressive picture)"?

Specifically: when using say 720P source footage and exporting to 480i DVD, would I have to use Lanczos 2 or Lanczos 3 Sharper?

use Lanczos3 HQ, it covers you in any situation

remember that you must switch project to 480i before re-sampling kicks in

also, if you are using any layouter rotations, be sure to render whole timeline with Shift+Q prior to switching to 480i otherwise your video will be totally soft and blurry due to an (outstanding) EDIUS bug

So rendering is needed only when using ROTATION, but not when I use layouter for some other change (like cropping the sides to go from 16x9 to 4x3)?
