Can someone please explain what the over scan function does in the project settings tab, I notice it is default set at 3%. How or why would I change this? Does it change the amount of viewable image information on finished projects.

It largely affects the way in which transitions are rendered, and I believe it also affects the overlay display of the overscan guidelines (if switched on).
I am runnng everything through the NX card out to a LCD TV and the overscan does not seem to be effected. Is this were I would expect to see a difference?

Overscan may not show up on consumer LCD and is switchable on pro models.
Check the difference between your NX output and what appears on your PC overlay.
Just for fun... change the overscan setting to something crazy, like 50%.
Now choose something like the Circle transition.
It's actually kind of cool!
As I recall (in days of yore) handling of transitions in this manner relieved much of the Rex/Storm video handling, thus more RT. 3% was a lot in P3 days!
I cringe when I see an old project on a PC or projector!
