I have a client that wants a qucik and dirty copy of a :30 second commercial emailed to him. Rather than try trail and error does anyone have a good encode settings for any format that will fit the situation?

Yeah, do this all the time for advertisements...I use personal web space for clients, but you should be able to send up to 10MB as an email attachment.
I use Windows Media 9, with a bitrate of around 2,000 combined with audio and video with a frame size of 720x480 (I crop the action area out, so the actual size is much smaller).
With clients who have QuickTime players, I use H264 instead (I ask first). Much easier and you can scrub through frames.

I have set up all my customers to use SendThisFile.com. It is much better than sending an email attachment and is better email "etiquette" IMHO. You can set up an account for free and send your customer an email with a link to the file, all from with in their site. I have only heard positive feedback from all my clients. Also, you are not restricted to a small file size. So make a wmv file that looks great and send it to them. i usually like to send one with the timecode display burned in so they can provide constuctive feedback that I can refer to.
