Procoder 3 upgrade won't install

When trying to install PC3 upgrade, i get an error telling me i must have administrator privilages - i am logged in as administrator. I have checked in control panel and i am listed there as an administrator, also, i did a restart in safe-mode and logged in as administrator and it still came up with the same error.

Any ideas would be welcome.

What version of Windows are you running? XP Pro SP2?
