There is a setting somewhere to turn syncing backgrounds off. I can't remember where it is right now but I remember seeing it. Has to be in the user account somewhere. Hopefully it was not something I saw in the Windows 10 settings and am misremembering.EDIUS silver certified trainer.

You can turn off synching backgrounds between different Win 8.1 computers by hitting the Windows key and typing in 'synch settings' and turning it off in there.
If you want different backgrounds for different screens then this video explains how to do that
