When I click on setup manager to update my 4.51c to 4.52 I get an error that states some applications under starting, please terminate these applications. (Fx.Config.EXE). This error occurs during the preparing of the setup manager. I have no programs up and all is closed on my desktop. Any suggestions?

Open Task Manager, go to the Processes tab, and turn on the "Show processes from all users" option. Click on the "Image Name" column to sort on it.
Do you see anything there that could be from Edius? Edius likes to always start up the "XD Select" transfer utility for instance, so if you see that running, select it in the list, and then use the "End Process" button to terminate the process. -
