If your project is already in NTSC, but you want to send it to a PAL area, I would not worry about changing the project. Most modern PAL DVD players will play NTSC DVDs.
When burning the DVD, just make sure it is not set to a particular Region.
If you want to be 100% sure that it will play in a PAL DVD player, then follow the advice given in the previous posts.
Home burned DVDs can't be region protected.
You have to use replication plant to do region protected DVDs.

I assume your post was in reply to mine. Jim doesn't mention how he will make the DVD. If he wants to only make a few DVDs himself then you are correct about not having region protection from Edius etc. If however he was planning to use a replication house then he might have to consider the destination area for the PAL or NTSC DVDs and whether a region setting would give any issues.

if your current project is NTSC 1920x1080, export timeline to HQ Fine
then start a new 720zx576 50i project with 2 audio channels and upper field first and lanczos3 enabled and add your 1920x1080 file, then create the DVD
