Yes it is possible when exporting with procoder express, If you hit the advanced settings you can choose periodic as chapter method and then set the time to 10 minutes...

Is it possible to automatically place multiple chapter markers, say, every 10 minutes for a 2 hour project.

I am using EDIUS 4.52
