Project settings advice needed

I have some video recorded on a Panasonic Lumix DMC-TZ25. I thought it was set for recording in AVCHD 1920x1080 50i, but it was actually in MP4 mode.

This setting is 1920x1080 (20Mbps) 25 fps. Audio is 134kbps 2ch stereo 48Khz.

I want to edit this for final output to Blu-ray. What should my project settings be? In particular what field order should I use?

1920x1080 50i upper field first and 2 channel stereo (unless you want to make surround sound)

Field orders always puzzle me. So regardless of the source material, the project field order should be set for the final output, is that the correct way to do it?

that is correct, DVD and Blu-ray are always upper field first (unless progressive encoding is used for Blu-ray)
