I'd give top priority to trying a fresh new mouse.

I've had several mice go bad in the past. Buttons sticking, internal contacts becomming intermittent, and most oftern cords that have flexed once too often. Using an optical mouse solves some of the probllems, but not all.

Had something very similar- it was the mouse. Even with new batteries it started displacing the screen layout and I couldn't drag effects without screen disruption. Can the mouse.
      Cheers!
