convert Time to Timecode frames/sec

Hello!
I have to make some cuts from a VOB file to specific points.
But they give me the parts I have to cut only in time hour.minutes.seconds and of course it doesnt correspond with my timeline codes hour,minutes,seconds and frames (Pal so its 25f/sec).
Is there any option in Edius 4.51 to do it or a small utility that can help me measure it?

If the time corresponds to "running time" then putting the movie files onto an empty sequence will give you timeline timecode starting from 0.
