I have been using ALT + E to add time stretching effects to video clips. At times I need simply to stretch a clip to a specific length, eg. to the start of the next clip. How can I do this and be able to change the Rate and change the clip duration on the timeline as well??

If the clip is already on the timeline, just grab the end of the clip and drag it. If not, simply do a 4 point edit by setting an In and Out point on the Timeline, AND an In and Out point in the Player Monitor. I usually have my clips on the timeline to begin with, and just dragging the end of the clip doesn't change the speed, only the Out point. So for a "fit to fill" speed change I set In and Out points on the timeline, double-click the clip that I want to adjust and then click on Overwrite to timeline.
