You are speaking of the crazy lists within filters, not just the Effects Pallet, right? These have gotten steadily worse with new releases.
I guess that happens when programmers have one too many things on their plates.
(not saying anything negative here) Are GV programmers salaried or contract? This may explain a lot. And give contract negotiators a little something to add to their next deal.

Ummm.yes...using my methods you do have to unlock the lock at the top right hand corner of the palette as Kenneally suggested.

You can do as I did and move the filters to different folders instead of leaving them in their default position. I have them sorted as Favorites, Most used, etc. You can move them to any position in that folder and it will stick.
I also can change the filter order in the default folders by drag and drop and that order sticks the next time it is opens.

I have to agree, looking for filters on a long list does/can drive me nuts.

Same here, it's not possible. You might want to add it as a feature request.
I think by default all filters should be alphabetized, but they are not.
