The best way to do this in the absence of keyframes is to apply the region filter with your amount of blur you want at the start and then copy the clip and place it above the original track. On the second clip adjust the blur to the amount you want. Set the mix on the second track to zero and then bring it up to the level you want when you want it. Basically you are dissolving between two levels of blur.
Its a lot easier to do than write!!

Set your blur filter inside the region and nothing outside. Click on the "Moving Path" tab. Check the "Moving Path" box at the bottom of the dialog. From there simply move the region box wherever it is needed and hit "Add" everythine you want to add a keyframe. You can add a keyframe as often as needed to animate your path.

Thanks for your reply, but I don’t want to use Crop, I want to use Blur in Region Video filter, I want to animate blur filter, but I don’t know how I can do it, could you explain it please?

Region has antiquated motion keyframe ability. Used with oval and edge blur, it's better.
For a better look, try 3dPiP. With the same clips on tracks A and B, set the Zoom to 100% and animate the Crop feature. The quality is just better to me and control is superior.
